Legislative tip sheet: A floor vote for a city of south Fulton

Both the House and Senate start at 10 this morning.

The House will take up HB 704, which would allow residents to vote on incorporation of a new city in South Fulton.  A recent Georgia State University study found the city would be financially viable, but some residents oppose incorporation and would rather be annexed into Atlanta or other cities.

The AJC’s new Predict-a-Bill system gives the measure a 52 percent chance of passage.

The Senate floor calendar is light.

Look for the House public safety committee hear House Bill 907, which is designed to force Uber and Lyft — two up-and-coming smart phone-based services popular with urban dwellers — to comply with many of the same regulations hoisted upon taxi and limo firms such as safety and insurance requirements. Critics of that bill worry would it cripple the ride-sharing services.

Outside the Capitol, it’s all about coalitions. Americans for Prosperity, the ACLU of Georgia and other organizations are banding together to form “Georgians for Forfeiture Reform,” which will advocate — you guessed it — civil forfeiture reform. They’ll take questions from the media and be joined by a Georgia citizen who was the victim of “forfeiture abuse.”

I was recently a grand juror in county I-75 cuts through and we had case where a 15 passenger van was pulled over with 7 people and small amounts of weed, meth and Molly/X.  

The meth and Molly were felonies regardless of weight, which is why we had the indictments.  Anyway, the officer who testified didn't testify well, so after he left the forum the ADA said do what you want with the drug indictment but we really don't have a case.  All we care about is the $40,000 we seized in this stop which will go to buying the county a new police cruiser.

When police departments are hiring officers and instructing them on how to make a traffic stop with the purpose of asset seizure and not an arrest, there is a problem. Why do you think so many small cities that are close to an interstate or high traffic four lane highway form a police force (or add more police officers than their population requires) to watch the small section of road that passes through their jurisdiction? It's not about keeping their citizens safe, it's about grabbing the cash.

HB 704 is causing those who've had 7 years to be annexed suddenly to want to get it done. Obviously S Fulton is being well run otherwise those folks would gave gotten annexed a while ago. The problem is the personality politics. The registered black Republicans down here don't care for certain former Democratic candidates. So they are against any idea that they champion. They seem to forget Kasim Reed wrote the last Senate Bill seeking to incorporate the area in 2006.

@MajorDowning  It is not just Black Republicans who do not care for Roger Bruce.  There is bi-partisan objection to the incorporation rejected by voters 85-15% in 2007.  They reject a new city to find a home for soon to be ousted Commission Bill Edwards as the new City's Mayor and a job for the Bill;s sponsor Roger Bruce who consistently works against the will of the majority he represents.
